Enhancing taxpayer registration with inter-institutional data sharing-evidence from Uganda

Today's article comes from the journal of Data & Policy. The authors are Scarpini et al., from the Institute of Development Studies, in the UK. In this paper they're examining Uganda's new Instant TIN system. They're walking through the technical hurdles and challenges the developers had to overcome when integrating with the national ID database, and they're showing us what happens when you connect a revenue authority to a country's foundational identity infrastructure.
