Lost in translation: why digital twins thrive in research but falter in politics and public administration

Today's article comes from the journal of Data & Policy. The authors are Richter et al., from the Universitat der Bundeswehr Munchen, in Germany. In this paper, trying to figure out why public-sector Digital Twin initiatives tend to stall after the research phase. More specifically: they ask why governments are able to fund the research, but then struggle to translate the insights into sustained, operational systems.
